After completing law and an MA at the University of Melbourne, Phillip wrote his D.Phil thesis at Oxford on British Defence Policy East of Suez. Returning to the Politics Department at Melbourne, he was progressively radicalised by a succession of remarkable tutors and bright students. For 39 years his major commitment was teaching an unorthodox international relations course that told the story of “the expansion of international society” from the perspective of the non-European world. His present research interests are re-imagining security from the everyday, the hidden politics of development and the need to cultivate alternative knowleges of the international. Together with Michael Dutton, he founded the Institute in 1996.
